Kilah's Law

The Kilah Davenport Child Protection Act of 2013


Congressman Robert Pittenger (NC-09) had these comments following unanimous United States Senate approval of the Kilah Davenport Child Protection Act.

“Tonight’s vote was both thrilling and sickening.  The Kilah Davenport Child Protection Act will strengthen laws and help prevent child abuse.  But it is sickening to realize that we need such laws.  What is wrong with our society that children should be treated so brutally?

“Let us pause to remember sweet Kilah, her beautiful smile, and her brave fight against the horrific injuries she suffered at the hands of her stepfather.  Let us also remember Kirbi, Leslie, and Brian Davenport, who sacrificed so much to care for Kilah and who have worked tirelessly to end child abuse.

“Thank you to Senator Richard Burr for guiding this legislation through the Senate.  Now, we urge President Obama to quickly sign this bill into law.  Our children are precious.  There is no time to waste.”

The Kilah Davenport Child Protection Act (H.R. 3627), which was written and introduced by Congressman Pittenger, unanimously passed the U.S. House of Representatives on December 9, 2013.  The legislation directs the U.S. Attorney General to issue a state-by-state report on child abuse prevention laws within 6 months, with a particular focus on penalties for cases of severe child abuse.  The goal is to highlight deficient laws and provide states with the opportunity to fix those laws before another tragedy occurs.
